Pew Report points out some problems with the American voting system, but this graph from the Census Bureau show that among young voters (18-24), percentage of black voters has been surpassing white since the 2000 presidential election. And it was very close in 1996. In 2008 the percent of all-blacks voting (slightly over 60%) exceded all-whites for the first time.
