Guest blogger David on the Urban Meyer/Zack Smith domestic violence case

For non-Columbus, non-OSU Buckeyes catch up—the well-loved football coach Urban Meyer was suspended for not stepping into the marital mess of one of his coaches, who also happened to be the grandson of Earle Bruce, another football icon in our community. Gene Smith is the athletic director.

The last thing I’m going to say. . .

1) If you haven't ever dealt with a sexual harassment/abuse case, don't be tempted to repeat the opinions of others who haven't, either. Unfortunately, I have had to deal with several over the years.

2) If you did have to deal with one, did you investigate it yourself? If you did, you're an idiot--that is unless you were trained and designated by the organization you worked for to do so. It is highly unlikely that conducting such investigations falls within the scope of either Urban Meyer or Gene Smith's job duties. They are required to report such incidents and then let the designated investigators handle it (I am assuming, If not, Ohio State is even more mismanaged than I thought).

3) If you are an investigator, were you able to question the victim if he/she wasn't an employee or, in the case of schools, a student of your organization? Unless you are in law enforcement, the answer is probably no. In my situation, having worked in a state agency, I had no authority to question an employee's spouse, significant other, or whatever unless that person also worked for my agency. Now, the Highway Patrol, which was our investigating body, could do so. And I could use whatever information the Patrol obtained.

4) When there is a criminal investigation, many organizations also conduct their own parallel administrative investigations because an organization rule might have been violated. Sometimes you wait for the outcome of the criminal investigation, but you don't have to because the standard is lower. I don't know if Ohio State did that in the Courtney Smith case or not. From what I have read, she did not allow the police to move forward on her complaints. I hope they at least referred her to a local battered women's shelter.

5) As far as Zack Smith's conduct is concerned, there are suggestions that Urban should have known about his visit to a strip club, his sending a lewd photo on his cellphone, etc. It would be interesting to know what kind of procedures the athletic department has in place for reviewing expenditures (it seems to me they should have caught that and dealt with it right away). However, I don't know of any organizations which routinely review what an employee is using his/her cellphone for, even when the organization has issued it.

6) The very fact that most of the witnesses questioned believed that any action taken against Zack Smith was dependent upon the outcome of any criminal charges--and there weren't any criminal charges--tells me that Ohio State hasn't done a very good job of communicating its expectations in such matters. Whoever is responsible for disseminating such policies needs to go back to the drawing board.

Since there are media sources and sports figures who hate the Buckeyes almost as much as they hate President Trump, finding credible sources to link to is difficult.  Since Mrs. Smith didn’t bring charges, and it is rumored she often called the police, I’d say Meyer was not responsible to babysit his coach.

Let’s not confuse summer jobs programs with “recovery”

    "President Barack Obama promised green jobs to be funded through the American Recovery and Reinvestment Act, and those federal stimulus dollars are the focus of a new program in Beloit that's putting young people to work and saving energy." Story from Beloit, Wisconsin.
There is nothing new in the world of politics and jobs programs. I’m sure we had them even before FDR raised them to their glory in the WPA. Perhaps it’s a family legend, but I remember stories of the “Tennessee migration" to Ogle County, Illinois, aided by my great-grandfather, Grandad Ballard, who got his friends and relatives jobs on the road crews for the county in the early 20th century.

In the 1980s I worked on a contract program funded by the JTPA (Job Training Partnership Act, which replaced a public works jobs program, CETA, 1974-1982) and the Ohio Bureau of Employment Services (or was that Unemployment? Labor?). I was a Democrat; my boss was a Republican and also my aerobics instructor; her boss was a Republican; his boss was a Democrat at the cabinet level; her boss was Governor Gilligan, a Democrat and the father of former Kansas Governor Sebilius, now head of HHS of the Obama administration. I believe the President at that time was a Republican named Reagan. The problem with all these federal jobs programs is that either they train for jobs that aren't there, or they are the actual jobs with nowhere to go. Either way, the poor usually stay poor with the government's help. This Wisconsin ARRA program is a jobs program, almost guaranteed to go nowhere. I think 5 young adults are "energy advocates." They are teaching people to do what our mothers taught us back in the 1950s.
    "Members of a team of five from the Beloit area are called Energy Advocates. They are all between 18 and 24 years old, and their job is teaching others to save energy and money.

    "(We remind people to) turn off their appliances when they're not using them. You're still pulling energy in just because they're plugged in," said Sharome Crawford.

    Crawford uses devices like kilowatt readers, energy efficient light bulbs, low-flow shower heads and sink aerators to help residents cut costs.

    "You're going to have the full capacity of water, and it's going to keep your bills low," he said, displaying the low-flow sink aerator.

    The Department of Workforce Development program gives these young workers training for future careers."
In what? Nanny state community organizing? Well, some do get to the top that way.

I learned so much in that 6 mo. JTPA job--about how hard some lower level, career government employees work, and how others who do nothing were appointed because of connections and donations to the party (either). My job specifically was in a training program to get seniors (over 55) re-employed and re-trained because the recession during the Carter years was not unlike today's but with both high inflation and high unemployment. We worked through the Private Industry Councils (PIC) and the Area Agencies for Aging. Even though I was a novice at government largesse and wealth transfer, even I could see that dollars were taken from the taxpayer, filtered through a variety of huge departments in Washington like Labor, then partially returned to the states, and then to various levels within the state, and counties, each agency and official (and contract worker like me) getting a cut along the way.

Does Barack really send his own e-mails?

At Panera's where I buy my morning coffee there is a new desk with a computer next to the coffee and cream bar. It's for employee training, not the customers. They log-in, put on their head phones, and learn about all the latest products and procedures (nice photos). I'm sure it's a way to have all employees, particularly new ones, cover the same ground, but it also helps the long term employees catch up. We had something like this in the OSUL for training our student staff, but it was so primitive (in late 90s) I don't think my staff ever used it.

However, sitting at a computer is not too useful for senators, presidents or representatives. Better they should have to put the budget or census reports on their lap and experience the heft. In fact, government staff in general have gotten themselves in deep doo-doo sending e-mails, which causes our tax money to be used to hire battalions of lawyers on both sides to figure out what was purged, what was meant, and who sent it. Little jokes on the side when you think you're chatting with staff in on the background, sound pretty dumb when parsed by the hostile media or blogosphere.

I'm thrilled John McCain doesn't send e-mail. I'm not impressed at all that Barack Obama sent a text message (did his little pinky really press "send?") to his Gen-Next supporters to announce he's added an old guy, Joe Biden, a long time senator who with him holds down the ratings of Congress, to the ticket. Let them write long hand the way George Washington and John Adams did. If Barack writes the way he talks (multiple parenthetical and clarifying phrases per sentence), it could fill libraries of the future.

Update: Hot Air reports that this appeared in the Boston Globe and Forbes in 2000:

Another update at Hot Air points out he regularly reads his e-mail even though typing is difficult, and was chair of the Senate telecommunications committee--probably knows more than Obama. Does not having served in the military disqualify Obama from being Commander in Chief, it's asked, since sending e-mail seems to be a qualification? I'm betting they pull that ad if it's not gone already! Sort of like Joe Biden asking that guy in a wheel chair to stand up, innit?
