"Complete the wall" Push a dysfunctional idea which takes far more effort and expense than alternatives. Time was most 'illegals' were coming in by air. I'm sure there are lots of border monitors for a system which jailed people leaving water in the desert ( against dying of thirst in their desperation ) so as to provide 'security'. There are places where a wall is physically difficult to build. I expect those are the places where it has not happened.
