Shutdowns and Food Banks

The Schumer Shutdown may have been paused but the Obamacare funding problem won't go away, and neither will hunger if political interests decide to use the misery of our people to wield power. Democrats openly admitted it--they needed the shutdown to punish Trump and his supporters for a bad medical insurance plan they created!  "Leverage" some called it. Some agitators are furious today,

"Feeding America" is an organization almost 60 years old with noble goals--feed the hungry. It began with one man (some sources say one woman) as Second Harvest, a charity to collect and distribute food that might have gone to waste and redistribute it through food banks to local food pantries. I remember in the late 1960s attending a meeting in Clintonville about establishing a central location for food to be stored for local pantries. Recently, Columbus Mayor Andrew Ginther called the local resources a "short-term approach to a crisis" [the shutdown] and said it was up to the federal government to fully fund food assistance. I don't call 60 years a short-term approach. Food banks have become a hallowed institution. Our food bank system here in central Ohio is massive. Our Commitment | MOFC

But low income people who are "food insecure," the current term for hungry, aren't stupid. They too are resourceful and want what's best for their households. As food programs expand, those households factor that into their budgets, leaving more cash for non-food items such as rent, utilities, clothing, alcohol, cigarettes, gasoline, cell phone contracts, etc. Studies show that even with the lowest unemployment rate since the early 1970s, food pantries are still an important resource for many households, some increasing their visits from occasional to regular. That in turn allowed for many small businesses to make a profit from the various food programs.

Right now, with the longest government shut down, we're in a situation that we've taught people to use food sources outside their income which includes government assistance. Was it a mistake for us to be charitable? No. Charity is required from good people, but we need to remember that good intentions don't always bring good results.

Why we don’t make a dent in the hunger problem

We never see improvement and the rolls of both poverty workers and the needy continue to grow. Hunger became "food insecurity" and poverty is an arbitrary number set by the Government that is raised every year, but “percent of poverty level” is the standard for benefits. 200% of poverty is the standard for food assistance in Ohio. To be "food insecure" means at some time during the year you changed your eating pattern to accommodate your resources.

The actual number of Americans who are “food insecure” for more than a few days is tiny, under 1% and most of those are children in unmarried households and elderly without family, but even a day counts toward the annual figure--the figure we see in the news is 14.3%.  This guarantees political fights in Congress when USDA funding comes up, government grants to academics, fodder for campaigning, and good jobs for people and agencies in the benefits distribution field. Churches, charities, non-profits and foundations also receive a portion of their annual budget from government grants. Food pantries, mostly run by churches, are involved in a complex mix of federal, state, local and non-profit resources.

62% of "food insecure" families participate in SNAP, WIC or free and reduced school meals (we used to call this school lunch, but now it is breakfast, lunch, and after school, plus summer meals).

Poverty rolls took a big jump in 2008, but haven't really come down.  A chunk of ARRA money in 2009 went to find and enroll people in the programs. It was very successful. Because of the weak economy, they remain on the rolls.

If poverty were solved tomorrow, we’d have a whole new crew of poor people—those who formerly worked in the business.

The Ohio Association of Foodbanks was awarded $2.18 Million Federal Navigator Grant for a 2nd year not to feed the hungry, but to enroll people in Obamacare.

The Ohio Association of Foodbanks is Ohio’s largest charitable response to hunger, representing Ohio’s 12 Feeding America foodbanks and 3,300 member charities including food pantries, soup kitchens and shelters. In SFY 2014, the association and its member foodbanks were able to acquire and distribute over 186 million pounds of food and grocery items. The association also serves as the home of The Ohio Benefit Bank and operates the state’s largest navigator program for the Affordable Care Act.

There are no “cuts”

Both liberals and conservatives have ideas about people on food stamps that need adjusting.  If you volunteer at a food pantry you'll see another side. I've worked the Lutheran food pantry in Columbus (3 days of food usually run by churches in most communities) and found people dependent on government programs are very resourceful, and if they have a special diet, they request those items. They also "budget" to a degree and manage to make their food last all but 3 days so they can come to the pantry at the end of the month. They will also turn down food if their children don't like it, or are getting breakfast, lunch and snacks at school. And like the rest of us, they pick out what they like even if they know better. Most that I observed look like they wouldn't be able to hold a job--alcoholics, pot heads, mentally ill, small children at home, elderly, handicapped, low IQ, or no transportation. With other federal and state benefits, a person on welfare in Ohio "earns" about $12.60/hour or about what an entry level teacher would get; in Hawaii they would get the equivalent of about $29/hour. That's another reason they are not working. They don't have the skills to earn that much and with TANF, Medicaid, SNAP, WIC, section 8 housing, HEAP, etc. they are better off not to work.

This is not to say there aren’t people down on their luck or in between jobs who need occasional help, but that’s rarely the regulars I see at the pantry. When a carpenter or stock broker loses his job and the mortgage is upside down or they’ve been through foreclosure, they need help too.

Support your local food pantry

Today I shopped at Marc’s especially for groceries to take to church for the Thanksgiving service.  I’ve volunteered there so I know what is useful (at our pantry the clients get to choose from a variety of foods, and most know what they can and should eat, like low sugar, low salt, etc.)  I didn’t buy Thanksgiving type food because the holiday will be over by the time these items get to the shelves, also many of the clients are different nationalities, and what we like might not be enjoyed by them.  Also, I avoided glass jars, because bags break and sometimes the clients are on foot or using the bus. Here’s what I selected.  I bought about 20 items and spent about $30.00.

Pasta

Spaghetti sauce, traditional

Canned fruit

Canned vegetables

Large container of applesauce

Single serving meals which include meat and vegetables  (not everyone has a family)

High quality soup, low sodium (if you don’t like watery tasteless soup, they won’t either)

3 different types of cold cereal, unsweetened (we don’t eat this, but many families with children do)

Boxed mashed potato mix (a bag of potatoes is much more economical, but you don’t know the cooking situation)

For the life of me, I don’t understand the “pantries overwhelmed” message, since record numbers are signed up for food stamps, the unemployment rate supposedly is under 8%.  Food pantries are run by volunteers—mostly by churches--with some paid staff, and most of the food IS NOT DONATED, it is purchased, and farmers and producers and food processors are paid by the government—it is a huge business.  Our local food bank gets a lot of support from foundations and non-profits.

Morgan Stanley Feeding America ad

Today in the Wall Street Journal I saw a very clever ad sponsored by Morgan Stanley about "food insecurity."  It was a large graphic of a piece of broccoli in the shape of a brain.  The text: "One out of four children in this country struggles to get enough food for their bodies and minds to develop properly."

I think it's very nice to have corporate donors for food banks (Feeding America is the new name for Second Harvest). However, let's take a look at this 1 in 4 statistic. As of July 2009, the gross income ceiling to use a government funded food pantry (and that's virtually all of them, even the ones run by churches) was $21,659 for one person. There are probably many people in their first jobs who would qualify, but do they consider themselve "poor" or "hungry?" Then for a family of four the gross income figure is $44,099, and for a family of 6, it's almost $60,000.  Link.

So you see what's happening here, don't you? If you get a raise to $46,000 a year, you might lose certain "poverty" benefits. Maybe it's a special health program for a disabled child, or a certain housing allowance, or a tuition waiver (I haven't looked all those up because I think you need a PhD in government grants to figure out all 70 programs for the poor).

The very programs intended to help people get a toe hold on the middle class, to become independent and strong, in the long run hold them back unless they are exceptionally healthy, young and educated. And that's how voting blocks are created, serviced and maintained.

Food insecurity is not hunger

"According to the USDA's annual poll, 17 million U.S. households reported some degree of food insecurity in 2008, up from 13 million households in 2007," writes Scott Kilman in yesterday's WSJ. I'm not sure when "food insecurity" became the term du jour, but it means at some point during 2008 someone in the family worried about not having enough food or their "normal eating patterns were disrupted." So that's what hunger has become to the USDA--worrying about food while HHS is wringing is bureaucratic hands over obesity. Even when unemployment was at 4.5%, journalists were writing food pantry and food insecurity stories, especially during the holiday season when many charities are making appeals. Now because of unemployment at 10.2%, people who used to contribute or volunteer at food pantries now are recipients, so the stories have expanded. In 2009 they are not directed at the president's policies, as they were four or five years ago. Even in food insecurity, Obama is untouchable.

And really, no modern day president can be blamed for hunger in the U.S., because it has been the policy of the government for the last 60 years to expand its largest welfare program to . . . farmers. And what used to be using up post-war surplus by giving it to the poor (blocks of cheese, butter, and boxes of dry milk back in the 60s and 70s) is now growing subsidized food to be given to the poor through schools (breakfast, lunch, afterschool and summertime snacks), churches (they usually run the summer programs), non-profits (they provide grants from donors and the government to buy the food), and federal and state "partnerships (redistribution of USDA money to many programs, rural and metropolitan)."

This at a time when there are entire households of adults and children where no one knows how to purchase or prepare food. I needed to buy 2 large containers of applesauce to donate to Faith Mission this week, so while I was going through the store, I jotted down some basic, non-prepared food items with prices.

Fresh items: 3 lb bananas, 8 lb. potatoes, 1 lb. carrots, 3 lb. apples, 8 lb oranges, 2 lb cabbage (total $11.18); main meal items: l lb pinto beans, l lb. black beans, 2 lb rice, 2 lb macaroni, 15 oz spaghetti, 26 oz spaghetti sauce (total $8.56); refrigerator case: 1 doz eggs, 1 gal milk, 1 lb butter, 2 lb cheddar cheese (total $7.45); beverage: 11.5 oz coffee to brew ($2.50). That came to $29.69, and for another $5.00 I could have had 2 loaves of bread and 16 oz. of natural peanut butter. For another $5.00 I could buy a 16 lb. turkey because they are on special right now. So for $40, that's a lot of food on the shelves, but someone has to buy it and someone has to prepare it who knows that beans with rice and potatoes combined with milk are almost nutritionally perfect.

But you can blow your way through $40 pretty fast buying soft drinks, potato chips, prepared individual meals at $3.00 each, crackers, cookies, etc. And it's not just poor people. On my afternoon walk yesterday I walked in a neighborhood that has a Tuesday trash pick up and at one home which I would estimate at $800,000, there were 6 plastic containers at the curb, all filled with flattened boxes and containers for processed food, many for the single server type. Her children probably don't qualify for school lunches, but they might be better off if they did.

Whatever happened to Food Stamps?

George Bush's administration didn't invent "politically correct," but they certainly grew the obfuscation component of political language. Food Stamps are now (as of Oct. 1, 2008), Supplemental Nutrition Assistance Program (SNAP). However, we have the Obama presidential campaign and the loyal Democrat opposition for 8 years to thank for the myth that those mean old Republicans didn't care about poor people when in fact they were throwing money at social programs. A young woman I know who rejoiced in Obama's election and attended the swearing in said, "finally the money will go where it's needed." USDA's food assistance programs totaled $60.7 billion in fiscal 2008, 11 percent more than in the previous fiscal year-the largest percentage increase in 16 years. By cutting taxes early in his first term, Bush freed up money for investment and actually brought into the federal coffers more money than it had ever had--so Congress went a little crazy spending it. Obama plans to discourage investment with higher taxes and increased green regulations, but expand and increase government spending even beyond what Bush did. Guess who gets that bill?

What I've listed below (policy, legislation and regulations for food programs) is just a tiny fraction of what went to the low income and poor. Not for hunger, of course, but for "food insecurity." Not for hunger, but for farmers markets and obesity and nutrition workshops (I watched a training video on how to convert commodities to paper work for pizza--I kid you not). Not for hunger, but to keep huge agricultural interests afloat.** But first you send your taxes to be filtered through thousands of federal, state and local agencies to pay the bi-partisan "peace and justice" salaries, build the government buildings, pay their utilities, hire the PR people promoting the programs, change all the lines in the millions of published documents from food stamps to SNAP, and line the pockets of the various pols we voted in to bring home the federal dollars.

Here in Ohio we have a "model" program (Ohio Benefit Bank) for linking Ohioans to federal benefits, and it was able to access (for a fee) almost $39 million additional dollars that weren't being used by eligible Ohioans, so imagine how much actually did go into the hands of the poor. That $39 million dollars provides extra dollars for Ohio's economy, and actually creates some local tax revenue, because locally spent money for food, medical services, fuel, and tax credits helps fuel Ohio's economy and keep Gov. Strickland's coffers full. It's important, however, to remember that it is robbing Peter Taxpayer to pay Paul Taxpayer. A taxpayer with a family of 6 is eligible for various food programs plus other services (like housing, medical, heating, education) with an income of $56,000. He's probably not paying federal taxes, but he is paying FICA and state taxes, plus a huge chunk for federal gasoline taxes and federal cigarette taxes.

Because of "public partnerships," non-profits and faith based organizations (i.e. churches) have become dependent on our tax dollar to fund their charitable activities and salaries. Second Harvest in Ohio began in 1999 as an organization (funded by the Ohio Dept. of Job and Family Services) to distribute surplus Ohio crops like apples, but now needs almost $3 million a year to run its organization for food distribution to a variety of smaller food banks.

Food programs never decrease in size, although they may get renamed and reconfigured--in fact, they actually grow during times of low unemployment and a robust economy because there is more tax money. USDA had money in the low income mortgage market. Job programs get food money, as do schools. To try to track these programs would be like untangling a plate of spaghetti from garden of weeds.

**This began under FDR to keep farmers afloat at a time when a much larger percentage of the population was rural and has grown with every administration regardless of party.

Cash or cans?

Food is flying off the shelves at food pantries across the country. Instead of the clients being people on food stamps, it's people newly unemployed and living in their own homes. I'm a member of a large Lutheran church with three campuses, and we support (I think) an exceptionally well run "choice" Food Pantry with very capable staff. Our church, UALC, heard the appeal in November and December.
    "Through November and Thanksgiving services, enough food was donated to carry the local LSS Food Pantry through much of February: donations of 1,549 bags of food, cash and gift cards were valued at $30,935." UALC Cornerstone, January 11-17, 2009
Last year LSS of Central Ohio food pantries served 148,546 people. I'm guessing that is "visits" and not actual people, because when I've volunteered, I see the same people over and over. Most of that is a 3 day supply of emergency food for people with documentation and in the computerized system, but "over-nights" are at the discretion of the manager until the client can get into the social service system.

Is it better to give cash/checks or food stuffs? Here's my opinion. The manager/director can buy much more food for your dollar than you can. However, that food is cheap because of federal funding--so you're paying for it either way. Churches, clubs and immigrant societies have always had a community food basket for the poor, elderly and unemployed. Compared to the volunteer spirit that goes back to the roots of this country, the government is a newcomer as a food donor. The present food stamp program began during Johnson’s Great Society in the 1960s and was expanded during the Carter years, and every administration since, including the Republicans. It's political suicide to cut it and it began as welfare to farmers.

According to the Cato Institute, “The largest portion of the U.S. Department of Agriculture’s budget consists of food subsidies, not farm subsidies. Food subsidies will cost taxpayers $55 billion in fiscal 2007 and account for 61 percent of the USDA’s budget. The largest food subsidy programs are food stamps; the school breakfast and lunch programs; and the women, infants, and children (WIC) program. The federal government as a whole has about 26 food and nutrition programs operated by six different agencies.“ When I serve at the food pantry I see brands and companies I've never heard of; I suspect they serve only charities with government surplus, or outright purchase. In Columbus we have a huge warehouse, Mid-Ohio Food Bank, that serves only the food pantries and they're asking for funding to enlarge it. MOFB's stocks are down. Supermarkets are more efficient and waste (donate) less, there are more odd-lot type discounters to buy up near due date and over stocks, and health regulations have cut down on what can be donated. Which means more of your tax dollar for food subsidies.

The biggest distributor of these programs is "faith based and community" initiatives like our Lutheran church. So any food pantry, whether they are supported by your church or a community cooperative, is really tax supported via the USDA (it was also involved in housing programs in rural areas which contributed to our melt-down). Which brings me to my point--purchasing your donation at the local level.

For every can of soup or package of pasta I buy locally whether at Marc's or Meijer's, I am helping a stock boy or produce lady keep their jobs. They in turn can meet their rent payments, put gas in their used auto, and eat a meal out occasionally at McDonald's. This allows the bulk gasoline driver to keep his truck on the road, the landlord of the apartment building to avoid foreclosure, and the feedlot owner in Kansas to ship spent, older cows to slaughter in Iowa where the butchers and packers will pay their rent, fill their gas tanks and maybe donate to their local food pantry to help the unemployed who planted too much corn for ethanol due to Al Gore's environmental hysteria which helped contribute to food shortages world wide.

I'm a pensioner. Every time I go to the grocery store, I pick up a few cans of soup, a package of pasta, a jar of jelly, or some canned meat and drop it off on Sunday in the food box at church--amounts to about $10 a week--and you know the prices, that doesn't buy a lot. I've read every label and compared every price, and I know the money is circulating right here in Columbus to help the people who aren't lining up on Champion Avenue.

Why there were more hungry children in 2007

Hunger will never go away in the USA because the government keeps redefining and refining what that word means, and continues to meet other nanny state goals such as decreasing obesity or distributing healthy food, promoting environmental goals, safe neighborhoods and being step-daddy and sugar daddy for women making bad choices, holding both the taxpayer and low income families hostage to these ill-thought-out goals. Yes, big announcement by USDA this week:
    Household Food Security in the United States, 2007—11.1 percent of U.S. households were food-insecure at some time during the year in 2007; 4.1 percent had very low food security. This report, based on data from the December 2007 food security survey, provides the most recent statistics on the food security of U.S. households as well as how much they spent for food and the extent to which food-insecure households participated in Federal and community food assistance programs.
The word HUNGER makes the headlines, but the government term is "food security." And that only has to happen once a year, maybe at the end of the month in which you went to Disney World or got new glasses for the kids, to be included in the report. For some people "food insecurity" is not being able to go to McDonald's regularly.

I know what food security is--I've seen it at the Food Pantry in 2007. It's a mother of 4 telling me that she doesn't need cereal (allowed 3 boxes that day) because the children get that at school breakfast (where they also get lunch and after school snacks too, and are fed in the summer when school isn't in session), or it's a grandmother raising her daughter's babies while she's in Marysville Reformatory for kiting checks saying no to applesauce or peanut butter because she has too much of that at home. I can tell from the brands that they were purchased in bulk from huge storage facilities that buy from companies that depend on government contracts to keep their business going. After years of misguided farm surplus to buoy up farmers, the government now supports food overproduction by agribusiness.

Why are food pantries short right now? It's not just that more people are unemployed and running short a few days of the month. There's an actual food shortage worldwide due to our ill advised biofuels policies and environmental regulations, and our regulators of herbicides, pesticides and improved agricultural methods are actually causing real hunger, causing real children to starve, or causing riots in very poor countries. Food banks now need to be "green" with squirrely light bulbs and solar panels--imagine the retro-fitting just so you can store food for the poor. So American food companies can now make more shipping their taxpayer supported surplus abroad than they can selling it to American food banks which redistribute it to our "food insecure" citizens who also have become dependent on TEFAP, WIC and food stamps (SNAP). The Columbus Mid-Ohio Food Bank has an operating budget of about $8 million and distributes about $22 million in food annually and is in the midst of an $16 million capital campaign to expand and remodel.

Behind the food banks and food pantries there are teams of academics--entomologists, plant pathologists, crop managers, ag economists, horticulturalists, small business developer, food retail specialists, agronomists and soil scientists, community developers, nutritionists, registered dietitians, educators, and biosystems engineers all sifting data and publishing results to assure no child gets left behind, or no child gets a fat behind, or no child sits on his behind. There are banks set up to loan farmers money to focus on locally grown food (to help the poor make smart choices), and training programs to employ staff to teach staff of non-profits how to get more government grants for food for the "food insecure."

The government also props up a variety of non-profits such as Children's Hunger Alliance, which in the same year received about $10.5 million from the Ohio Department of Education, over half a million from Ohio Department of Jobs and Family Services, and over $36,000 in federal grants, with the remainder of its $13,762,098 coming from foundations and contributions. This is not to say that CHA, and others like it, don't do meaningful work, but that's a huge food chain of salaries, production and distribution that are totally dependant on "hunger," who would all be out of business if hunger miraculously ended next month. Of course, we know that won't happen. The definition of hunger will most certainly be expanded in the next administration as child care block grants are expanded, affordable housing grants are expanded (convenient access to food sources), health care is expanded to ensure low fat, or low cholesterol diets, services to children of imprisoned are expanded (already in the family services budget), and all the various senior programs expanded to be sure the elderly who are taking care of grandchildren are also well fed.

There are so many jobs dependent on the poor and "food insecure", that new poor must be recruited for each one who manages to slip through the barrier to the next quintile and into a good job, self-sufficiency and pride.

Do not blame the poor. They didn't set up this system. They are the victims.

Rising food prices caused by rising gasoline costs

The cost of gasoline is going up because of our current flailing, misguided, disastrous Gore-inspired bio-energy program and the bloated USDA programs to bail out US farmers. The USDA programs are older than Al Gore, so he definitely isn't to be blamed for what his senator father might have helped put in place to protect agricultural interests (he was a tobacco farmer). Dead vegetation stored in the ground for centuries with heat and pressure becomes petroleum deposits. And we aren't running out--we're just out of common sense. Corn was hugely overproduced in 2007--no place to store it, plus it took acreage normally used for wheat and soybeans. Milk was being called "white gold" in ag circles, the price went so high. How are you helping the poor by taking milk from children?

No one knows how safe the emissions from the blended gasoline from corn or grass or wood chips will be; we only know that the trade offs are more expensive food and more expensive fuel which doesn't get as good mileage as real gasoline. Even if we had let gasoline prices float to $4 or $5 a gallon, it would have been cheaper than all the food cost increases--which are causing riots in some countries. The pizza we had Wednesday evening was $2.50 higher than a year ago; my Philly Cheese on Friday at the Bucket is $2.00 higher than a year ago. It adds up.

In my Ohio county, the cost of gasoline has gone up an average of $486 per household between 2005 and 2007, according to today's Columbus Dispatch. [I plan to fill up this morning at $3.12/gal.] That means for some people with Hummers and light trucks, it's gone up much more, and others with little Hondas and Saturns, much less. I have a 6 cyl. Dodge mini-van, which gets good mileage, so I'm probably the average. For this household, if we made smart choices, we'd change our routine Friday night date, to 40 nights instead of 52 a year. Those other 12 nights maybe we'd have friends in, instead of going out--much cheaper. That's all it would take to make up the difference. Or, we could eliminate our one glass of wine from our restaurant dinner ($13 for 2 of us counting the gratuity), and have it at home ($1.50, Charles Shaw, three buck chuck). For other families, it might mean eliminating 4 packs of cigarettes a week, or a 6 pack of beer, or a large pizza or stop going to Starbucks for a latte and going to the 7-11 instead. Maybe it would be dropping broadband or HBO. But eventually, those cut backs affect the restaurant servers, and the quick-stops, and the Starbucks staff, and then those people have to start laying off employees or reducing hours, and then they can't pay their utilities, baby-sitter, etc.

The answer, of course, is to have the discipline to save in good times--some experts say have 3 months living expenses set aside for emergencies. Never were we able to do that when our children were young (one income), but we always had a savings account to cover emergencies. Tithing your income is another good discipline--keeps you from slurping up the excess each month or hitting the mall when you have nothing to do. Also, pay your bills promptly--don't live on plastic.

Rising costs for food banks

Today's newspapers are full of stories about struggling food banks and pantries. Where to even begin on that one. The examples the reporters use are quite anecdotal--guy driving a truck to work now needs $50 a day. Lost his house. Utilities unpaid.

Food banks were set up to help farmers, not the poor. Now farmers are busting a gut and ripping out fences that provide sanctuary for birds to fill up the acreage with corn or other biofuel stuff, and there's no more surplus.
    "Ohio food banks have received less in federal aid in recent years. The decline is attributed to a sharp drop in excess agricultural commodities."

    But the farm bill isn't jammed up over debate about nutrition programs. Much of the dispute is focused on billions in government subsidies for farmers of crops such as wheat and cotton.

These food banks were set up 30-40 years ago to help the poor, but in fact they functioned as a place to sell (through distributors which sold to food banks) the surplus food our farmers were growing. The government also paid farmers (called soil banks) NOT to produce. I work occasionally at a Lutheran food pantry. It is a wonderful facility, called a "choice" pantry, because the client is able to choose with the assistance of a volunteer. It has commercial freezers and refrigerators to take advantage of surplus produce, shelving for staples, seating for the clients, staff areas and offices. However, churches have made a Faustian deal--most of our members who respond to the appeals (we have a big one going on right now) don't even know that probably 95% of this is funded by the government--90% by USDA, the rest in smaller local grants, which originates with various federal agencies and is filtered down to the cities and counties. Although those of us who work there on a rotation system through various churches are volunteers, there are regular paid staff whose salaries come from the government grants. The summer lunch program our church sponsors in a suburban school district is also funded by the USDA.

I am not familiar with the restrictions about evangelizing, but I'm sure there are some if the church food pantries are doing the government's food distribution job. We used to put evangelistic literature and church magazines into the grocery bags; now it is laid out for the clients to pick up if they wish.
