Democrats in Congress don't like how DHS is obeying the laws they put in place. It's a form of TDS--but the shutdown they demand to stop ICE arresting violent criminals in Democrat sanctuary cities is hurting those who protect your air travel and clean up the damage of hurricanes, fires and floods of the non-Trump years.
