When the left abused Romney for saying 47% of Americans don't pay federal income tax when explaining to donors why tax issues don't matter much, he was absolutely right. It was a sound bite and he didn't give them a dissertation on why that is true. It's not a criticism, it's a fact, and it has to do with tax law, age of our population, the recession, etc. Here's some good information on how both parties have worked to make that possible.
