From my friend, the ER nurse in Wisconsin: "The general rule of thumb we have is that if the accidental shooting happened before noon, the shooter needs to have BOTH his driving license AND his hunting license revoked. Old age and bad eyesight. After 1 or 2 in the afternoon, its alcohol. Though that doesn't foreclose on the other mentioned reason playing a part, too.
